The bottom line
When a product you bought abroad works better than the one at home, the usual explanation is regulatory rather than commercial. Europe, the United States, Japan and Australia each maintain their own lists of permitted ingredients and their own concentration limits, and a brand selling in all of them formulates a version for each. Neither version is the real one. Sometimes the difference favours Europe, as with sunscreen filters and UVA rules; sometimes it favours elsewhere, as with retinol concentration after the 2027 limits. Before assuming a product was watered down for your market, check whether the ingredient in question is capped where you live, and remember that importing costs you recall coverage and any guarantee about storage.

Why it happens at all
There is no global cosmetics rulebook. Europe maintains annexes of prohibited, restricted and permitted substances; the United States regulates a shorter list and treats sunscreen as a drug; Japan, Korea and Australia each run their own systems again.[1][2]
A brand selling worldwide therefore makes several versions of the same product. This is not deception. Selling a European formula in a market that has not approved one of its ingredients would be illegal.[3][4]

Which direction the advantage runs
It depends entirely on the ingredient. For sunscreen, Europe has long had the better filter list and a stricter UVA requirement, which is why people import European sunscreen. The United States added a new filter in 2026, narrowing that gap without closing it.[2]
For retinol the direction reverses. From 2027 European face products are capped at a concentration other markets do not impose, so the stronger cosmetic retinol will be the imported one.[1][5]
For preservatives, colourants and fragrance allergens, Europe generally restricts more and requires more disclosure. Whether that counts as better depends on what you are optimising for.[4][3]

Reading two labels side by side
An ingredient list is ordered by amount down to a threshold, after which order means nothing. Concentrations are not declared except where a specific rule demands it. So two versions can look almost identical and behave differently, or look different and perform the same.[3][5]
What is worth comparing is whether an ingredient is present at all, and whether one you care about sits high or low in the list. Reading more than that into the label is guesswork.[5]

What importing costs you
The product itself is usually fine. What you lose is everything around it: a safety recall in another market may never reach you, you cannot verify how the product was stored or how hot it got in transit, and popular items are a known target for counterfeiting.[2][3]
For a moisturiser that matters little. For a sunscreen, where heat degrades filters and where recalls have been frequent, it matters considerably more.[2]

The useful way to think about it
Neither version is the authentic one. Both are the same brand meeting different rules, and the rules encode different judgements about risk that reasonable regulators reach differently.[1][2]
That means it is worth importing for a specific reason you can name, such as a sunscreen filter you cannot buy at home, and not worth it as a general belief that products from elsewhere are better.[2][5]
