What happened, in order
A consumer organisation bought products off the shelf and had them tested. Most of the sample labelled SPF 50 or higher came back below that, and one came back at a level that offers almost nothing. Because these were mainstream products with strong reputations, the result travelled well beyond Australia.[1]
Manufacturers disputed the findings, which is normal, because SPF testing genuinely does vary between laboratories. Then more testing followed, recalls began, and the list grew past two dozen products.[1][2]

Dozens of separate brands failing at once would be an extraordinary coincidence. Investigators found something more mundane and more troubling: many of the affected products were built on the same base formula supplied by a single contract manufacturer, then sold under different brand names.[1]
That is how modern cosmetics work. Brands rarely make their own product. One formulation failure therefore propagates across a shelf that looks like a competitive market to the person standing in front of it.[1][2]

Why this is not only an Australian story
The same contract manufacturing and the same certification laboratories serve markets worldwide. Independent laboratory work on American products had already found measured protection below labels, with UVA weaker still, before any of this began.[3]
Australia is unusual in having a regulator that treats sunscreen as a therapeutic product and can order recalls quickly. That is why the failures surfaced there first. It is not evidence that Australian sunscreen is worse.[2][1]
